A soldier for the Kree Empire, sent to Earth to assess its technological capabilities in the event of its future conquest by the Kree, Mar-Vell came to love the world he was sent to spy upon and took a costumed heroic identity, Captain Marvel, for his own.
This, the Cosmic version of Mar-Vell created by Roy Thomas and Gil Kane in 1969 but later came to prominence under writer / artist Jim Starlin.
We become aware of him in the Marvel Cinematic Universe at the end of Avengers Infinity War.
Could he be the savior of the universe in Infinity War part 2?
